获取指定 Agent 的 智能体能力描述 (ACS)，格式遵循 ACPs-spec-ACS-v02.00 标准。AgentRisk 的评分数据、置信度、品类定位等信息通过 entityMeta.agentrisk 扩展字段嵌入。
